Public Meeting of the Elkhart County TRC Regarding New Courts Facility

NOTICE OF A PUBLIC MEETING OF THE ELKHART COUNTY TECHNICAL REVIEW COMMITTEE

CONCERNING THE NEW ELKHART COUNTY COURTS FACILITY

The citizens of Elkhart County, Indiana (the “County”) are hereby notified, as set forth in Indiana Code Section 5-14-1.5 that the Elkhart County Technical Review Committee (the “TRC”) will conduct a public meeting on Thursday, December 10, 2020 at 4:15 PM Eastern Standard Time in Rooms 104-106 of the Elkhart County Administration Building, 117 North 2nd Street, Goshen, Indiana 46526 in conjunction with the progressive design-build project delivery of the proposed new Elkhart County Courts Facility.

In light of current COVID-19 social distancing orders, the meeting is also available as an online WEBEX® meeting. Any interested individuals wishing to attend may login to the meeting using the following credentials:

Anyone attending the meeting who is not a member of the TRC is asked to mute their devices to avoid electronic interruption of meeting proceedings.

The agenda for the meeting is as follows:

1. Discuss Qualifications of the proposing Design-Build Teams
2. Apply Shortlisting Criteria established in the RFQ to determine the three (3) most highly qualified Design-Build Teams
3. Review draft of Request for Design-Builder’s Proposals (RFP)
4. Establish evaluation criteria for Design-Builders’ Qualitative Proposals
5. Other business
6. Adjourn

NOTICE OF EXECUTIVE SESSION OF THE ELKHART COUNTY TECHNICAL REVIEW COMMITTEE CONCERNING THE NEW ELKHART COUNTY COURTS FACILITY

Please note that prior to the public meeting of the Elkhart County TRC, on December 9th and 10th, at various times beginning at 8:00 AM Eastern Standard Time or as soon thereafter as is reasonably practical to the TRC in the same location, the TRC will meet in executive session for closed-door interviews with each of the eight (8) proposing Design-Build Teams, in accordance with Indiana Code Section 5-30-4-4(b) and 5-14-1.5-6.1(b)(1).

There are other County officials, including Elkhart County Commissioners and Elkhart County Council members, invited to these interviews as advisors to the TRC.

Should a Quorum of either Body elect to attend the interviews, their attendance will be deemed an Executive Session of the Body in accordance with IC 5-14-1.5-6.1(b)(1) and IC 5-14-1.5-6.1(b)(4).

No final action will be taken during the executive session as any final action must be taken at a meeting open to the public.
